It sounds like you've become addicted to lypsyl, which is why your lips are dry. So it is not the lipstick that dries out your lips, it is simply as you say - because you can not have the lip balm underneath.
Lypsyl helps for the moment so that your lips feel soft, but it also makes the lips stop producing their own fat, which makes them drier and drier, and you then have to lubricate more and more often.
When you stop, it will be extremely difficult for a while, then you will be very dry, but then your own production will start up again and then you will manage without the lip awl.
When my boyfriend stopped taking Lypsyl, he managed it thanks to the fact that he lubricated his lips with a little Vaseline when he felt that it was for difficult, but not often.
