I want to respond to your comment in a post as I have some makeup pictures to show :) In addition, there are probably many who should wear a blue dress at their prom, and then these tips also apply!
A down-to-earth warm make-up with a blue color click is great for a blue dress. The warmth of the make-up emphasizes the blue, while the blue color click makes the dress and make-up hang together and creates balance.
If she has a lot of eyelashes (which you often lose with age), blue mascara on only the lower lashes is very nice, even though you have black on the upper lashes. Or navy blue mascara on all lashes.
Otherwise, it is very nice with blue eyeliner, or blue eye shadow at the end of the eyelid that glitters when you blink. A blue splash of color with eye shadow along the lower lash line is also nice, or blue eyeliner along the waterline! There are many small details that can be added, a little light blue glitter in the corner of the eye? :)
I have looked up two inspirational pictures I was going to offer, excuse the photo quality and also my make-up technique, both pictures are very old - but still nice details!
